Artificial Intelligence Assistants Deliver ‘Misleading and Partial’ Voting Advice, States Dutch Watchdog

AI assistants are proving to be “unreliable and clearly biased” when providing election recommendations, the Netherlands’ data watchdog has stated, issuing warnings about a possible risk to democracy just over a week before the country’s general election.

Study Shows Consistent Bias in AI Suggestions

The quartet of AI assistants tested by the AP “frequently recommend identical two parties”, regardless of the user’s question or command, the regulator explained in a report published ahead of the 29 October election.

In more than half of the cases, the AI recommended either the far-right Freedom party (PVV) of Geert Wilders or the progressive GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Some parties, such as the moderate CDA, “are rarely ever cited”, despite the fact that the user’s input exactly matches the positions of these parties, the report indicated.

Authority Figure Cautions Against Relying on AI Assistants for Voting Guidance

The vice-chair of the AP, the official Monique Verdier, stated that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Citizens were being steered toward a party that might not correspond to their political views, she emphasized.

“This directly impacts a fundamental pillar of democracy: the honesty of open and just votes,” Verdier stated. “We therefore warn against using AI chatbots for election recommendations, as their operation is unclear and hard to confirm.”

Election Context and Party Dynamics

The Dutch head to the polls on October 29 in an electoral contest that will be keenly observed across the continent for the showing of the Freedom party.

The far-right party of Wilders is ahead in surveys but the gap to the GroenLinks-PvdA and CDA seems to be closing, with many voters still undecided.

Every significant political faction have rejected a coalition with the PVV, meaning the runner-up party is most likely to provide the next prime minister.

Unintentional Bias Attributed to Chatbot Functioning

The AP emphasised that the bots were not deliberately biased, and that their “noted flaws” are a consequence of the manner in which AI assistants function.
